Clear and Rough Grade Permit
What is it?
A clearing and grading permit is tied to a project undergoing the Coordinated Civil Review process. The permit allows work to begin in advance of full Civil Plan Approval and usually covers only earthwork but may also include stormwater systems especially if they are part of the pollution prevention system. The Technical Committee determines whether or not rough grading will be permitted on a project.

How to Apply
Plan Review Online (PRO) is available for anyone to submit a request for a Clear and Grade Permit OR Rough Grade Permit.
Review Timeline
- Clearing and grading review and approval generally takes 4-5 weeks.
- Rough grade review and approval generally take 8-10 weeks.
- Mylars and bonds could be required to be submitted prior to permits being issued.
Wet Weather
A city approved, “wet weather plan”, for erosion and sediment control, is required for any work anticipated to occur during the rainy season, October 1st and April 30th. An Erosion Control Bond may be required as part of the Wet Weather Plan if there will be work near critical areas such as wetlands, streams, steep slopes or their buffers. There are fees associated with review. Contact the development engineering department if your project needs to undergo a wet weather plan review.
Pre-Construction Meeting
Submit paper copies of the approved mylars to the Development Services Center (DSC) a minimum of 24 hours before requesting the Pre-Construction meeting. To schedule the Pre-Construction meeting call (425)556-2730. A response with the scheduled meeting date, time and location is sent via email. The date of the meeting is within 5 business days from receipt of the request. The applicant and contractor(s) attend the Pre-Construction meeting with appropriate City staff. You may also wish to have your engineer(s) and underground contractor attend this meeting.
The following permits or approvals must be submitted prior to or during the Pre-Construction meeting:

- Proposed Construction Schedule
- Wet Weather Plan ( if applicable)
Inspections
Inspections need to be requested throughout the entire process and before covering up any work that has been done. Skipping inspections could lead to a delay in your project.
